Turn-over and Switching On of the Solarize Guiuan Municipal Hall Project (SGMHP), a testament to our dedication to the Just Energy Transition and Renewal Energy initiative espoused by the Local Government of Guiuan.
The switching on and turn-over of the new energy source for the Municipal Hall ignites a transformative journey for Guiuan, a journey towards sustainability, resilience, and progress. This project is made possible with the generous funding support of the Institute for Climate Sustainable Cities (ICSC). With a capacity of 60 kWp and an investment of ₱6,704,090.00, this solar project is the largest photovoltaic installation in Eastern Visayas for ICSC, and we are proud to have Guiuan as a leader in the renewable energy transition.
The event was attended by Assistant Secretary of DOE Mylene C. Capungcol, Vice-Governor Ma. Caridad Sison-Goteesan, GM Atty. Jose Michael Edwin Amancio of ESAMELCO, Local Officials led by the Municipal Mayor, Hon. Annaliza P. Gonzales-Kwan and the ICSC led by its Executive Director Angelo Kairos Dela Cruz.
The Five Initiatives highlight the energy transition:
1. Adoption of the Net-Metering at the Guiuan Municipal Hall.
2. Promotion of Voluntary Energy Transition Pathways.
3. Crafting and Approving the Guiuan Local Energy Plan.
4. Passing the Guiuan Municipal Ordinance on Renewable Energy (G-MORE).
5. Supporting Community Renewable Energy (CORE) and Renewable Energy Communities (REC).
The local Government of Guiuan undertakes ARTA CapDev Training at the Summit Hotel In Tacloban.
The Local Government of Guiuan conducted a Capacity Development Training in line with the ARTA-EODB Law on January 21-23, 2025 at the Summit Hotel, Tacloban City. Entitled “Enhancing Citizen Centric Governance among LGUs: A Capacity Building Intervention for Efficient Implementation of RA 11032”.
The workshop was attended by the Department Heads and the Sangguniang Bayan of Guiuan, Eastern Samar focusing on the different services of the local government unit under the Citizen’s Charter. The activity aims to establish a whole-of-government approach to governance in the local government. The expected output of the workshop is the updated Citizen’s Charter and the Reengineering Plan of the LGU.
This activity was triggered by the ARTA assessment made by the DILG and the ARTA on separate occasions last year. The DILG conducted its audit on two LGUs in Eastern Samar along with other LGUs from other provinces within the Region.
